Police Conduct Death Investigation on Jose Drive

UPDATE: At approximately 6:30 p.m. on Saturday, Detectives obtained an arrest warrant for Murder for Ronald Jackson (2.1.1970)
Jackson was arrested at 9:36 p.m. near Greenwood and Horne during a traffic stop. He was booked into the CDC.

The Corpus Christi Police are conducting an investigation of an unattended death which happened on the 4600 block of Jose Drive Saturday morning. Corpus Christi Police responded to a call for help at 11:05am in which a 38-year-old woman was reportedly not responsive. Officers and Emergency Medical Services arrived and determined the 38-year-old woman was deceased. The Emergency Responders observed the circumstances and suspected the death of the 38-year-old woman may not have been the result of natural causes.

Officers summoned the assistance of the Corpus Christi Police Criminal Investigations Division and the Corpus Christi Police Forensics Services to gather information and evidence from the scene. Detectives will have the Nueces County Medical Examiner’s Office evaluate the 38-year-old woman to determine the cause of death in order to conclude whether or not the death was a result of criminal action. Detectives are interested in speaking to several people, but there are no suspects in this event because there is no determination of criminal action until the cause of death has been identified.

The Corpus Christi Police would like help from the public to locate a fugitive. Corpus Christi Police are searching for 36-year-old Joe Bernal (2/16/1978) for Possession of a Controlled Substance. The warrant was issued by the 117th Court on August 12, 2014. Bernal is described as a male who stands six feet tall, weighs 200 pounds, has brown eyes, brown hair, a scar on his left eyebrow, and a tattoo on his back of a gargoyle on the top of a building.

Police Investigate Two Deaths on Etienne Drive

Corpus Christi Police are investigating the deaths of two adults on the 8000 block of Etienne Drive Thursday afternoon. Corpus Christi Police responded to a complaint of a shooting at 3:40pm on the 8000 block of Etienne Drive. Officers discovered a woman in the street and a man near the front door to a house and the Officers saw they had obvious injuries. Officers said they believe the injuries were consistent with gunshot wounds and had the Corpus Christi Fire Department Emergency Medical Services provide treatment to the man and woman. The man and woman were pronounced dead at the scene.

Responding Officers summoned the assistance from the Corpus Christi Police Criminal Investigations Division and the Corpus Christi Police Forensics Services. Detectives processed the scene and believed the event was a possible murder/suicide and have no information to support any claim of a third person involved in this event. Detectives continue to gather information and evidence from the area and continue to work to verify the identity of the man and woman and any relationship they may have. The man is believed to be in his 50’s in age and the woman is believed to be in her 40’s in age. Local artist Patrick Richards of Architectural Details donated his talent in order to enhance the hallway leading into the MetroCom Communication’s Center. In April, Mr. Richards was contacted regarding National Public Safety Telecommunicator Week. Due to our telecommunicators’ dedication and hard work, Mr. Richards graciously agreed to complete the mural in an effort to reassure our appreciation of our MetroCom telecommunicators and beautify our work area. The mural displays the MetroCom’s Mission in order to remind our team of MetroCom’s principles and values on a daily basis.

Patrick Richard’s Biography – Patrick Richards is President and Owner of Architectural Details. He received his Bachelor of Fine Arts in Art specializing in Advertising Graphic Design from Sam Houston State University in 1986. After traveling the world and working as an apprentice for the famous muralist Richard Haas, Mr. Richards was inspired to bring murals to the interior of people’s homes. In 1991 he began Architectural Details; established his studio, ArtPharm, in Corpus Christi; recruited a team of three artists; and has completed over 40 projects throughout Texas.

MetroCom Information – MetroCom is the twenty-four hour 9-1-1 communications center serving a population of over 352,000 Nueces County residents; 316,381 of which are residents of the City of Corpus Christi. MetroCom was established in 1993 after a study indicated it was essential for Nueces County to have a single Public Safety Answering Point (PSAP) for all 911 emergency calls and dispatch functions. On average our team answers 50,000 a month or 600,000 a year. Of these calls, an average of 466,000 are dispatched each year. When handling multiple 9-1-1 emergency requests for Police, Fire and Medical Services, and when operating multi-frequency radio dispatch and computer entries, life and death decisions must be made with speed and accuracy. Our Mission is reads, “MetroCom is committed to providing prompt quality service, in a caring resourceful, and professional manner to the citizens and visitors or Corpus Christi and those we serve.”

The Corpus Christi Police would like help from the public to locate two fugitives who are wanted for crimes against children. Police seek 56-year-old Daniel Obregon (10/9/1957) for Continuous Sexual Assault of a Child, two counts of Indecency with a Child with contact, and Indecency with a Child with Exposure. Obregon is described as a white male who stands 5 feet 7 inches tall, weighs about 130 pounds and has black hair and brown eyes.

Police also seek 29-year-old Robert Flores (3/3/1985) for Aggravated Sexual Assault of a Child. Flores is described as a white male with black hair and brown eyes who stands 5 feet 7 inches tall, weighs about 130 pounds, and has “Flores” tattooed on his upper back and “Isabel” tattooed on his hand/left wrist.

Officers Take Flour Bluff Man In Custody for Triple Homicide

Corpus Christi Police took a 63 year old man into custody for Capital Murder Sunday night at the Marina Village in Flour Bluff. Corpus Christi Police responded to a complaint of a shooting at about 7pm and discovered three fatally injured people outside homes. Witnesses directed responding Officers to the 63 year old man who witnesses said was responsible for shooting the three injured people and a child. A child was taken by ambulance to Spohn Memorial Hospital for treatment of gunshot wounds. Officers were provided information by several witnesses that the 63 year old man was the only person responsible for the shooting so there are no outstanding suspects for this crime.

Corpus Christi Police Robbery & Homicide Detectives responded to gather information and evidence from the scene. The exterior of several homes were processed as crime scenes. Detectives continue to record their discoveries from the crime scene evidence and several witnesses and progress in the process to formally charge the 63 year old man with a crime.

Man Dies Crossing Waldron Road

A 57-year-old man died after he was struck by a vehicle on Waldron Road at Castle Park Friday night. Corpus Christi Police responded to a vehicle crash with a pedestrian at 11:00pm Friday night and learned that a 65-year-old man drove a 2001 Lincoln 4 door sedan north on Waldron and struck the 57-year-old man. The 57-year-old man was taken to the Spohn Memorial Hospital by ambulance for treatment of major injuries to his lower extremities, but did not survive his injuries. Corpus Christi Police Traffic Safety Investigators responded and gathered information and evidence to reconstruct the crash. Officers did not issue citations or effect any arrests. Investigators say they have not discovered any indication that alcohol or narcotics consumption was a contributing factor to the crash, but the investigation continues. Police Investigate a Complaint of an Assault on a Child

A 38-year-old woman reported an assault on a child at the 2300 block of Morris Street to the Corpus Christi Police Department Wednesday afternoon. The 38-year-old woman told Officers she saw a man have inappropriate contact with a child in a vehicle at 12:45pm. The woman told Officers the vehicle left prior to law enforcement arrival. Officers have not located any victim or suspect in this case. Corpus Christi Police Detective are gathering information from witnesses and evidence which includes any video from the area in which this event occurred.

Officers are looking for a small grey, extended cab pickup. It is shown in the below photo as outlined by red arrows. The photos were taken on two different occasions, Tuesday at 11:44 a.m. and again today at 11:45 a.m. outside the Education Center on Morris St.

Laboratory Accreditation Board Recertifies Corpus Christi Police Forensics Services

The American Society of Crime Laboratory Directors Laboratory Accreditation Board declared the Corpus Christi Police Department Forensics Services Division has met or exceeded the accreditation requirements on August 12, 2014 in the Field of Forensics Science Testing.

The accreditation is for a period of four years and granted only after an evaluation of the laboratory’s management system and technical procedures and practices. Accreditation is the result of an extensive commitment of resources and preparation by the management and personnel of the entire program.

Accredited laboratories are expected to maintain high standards which were required to achieve accreditation. The Corpus Christi Police Department Forensics Services Division will also be expected to participate in external proficiency testing and agree for test results to be reviewed by a Proficiency Review Committee. The laboratory will be expected to conduct an annual internal audit and submit a performance declaration to the American Society of Crime Laboratory Directors Laboratory Accreditation Board in accordance with program requirements.

The Corpus Christi Police Department Forensics Services Division submits to surveillance visits by the American Society of Crime Laboratory Directors Laboratory Accreditation Board based on the performance of the laboratory.

The American Society of Crime Laboratory Directors Laboratory Accreditation Board accredited the Corpus Christi Police Forensics Services Division in the disciplines of Firearms/Toolmarks; Latent Prints; and Crime Scene Investigation.
