Two Arrested During Traffic Stop

Officer R. Mayorga Jr. pulled over a green Dodge Dakota pick-up truck for a traffic violation.  During his investigation, both the driver Randall Dale Burton (11/13/584) and the passenger “Lucretia Martinez Garcia” were found not to have valid driver’s licenses.

Further investigation revealed “Lucretia” lied about her name and found to be wanted.  “Lucretia” was positively identified as Darrellene Henderson (01/09/71) and arrested along with Burton after Officers found them to in possession of marijuana and several pills.

Both Burton and Henderson were charged with Possession of a Controlled Substance, Possession of Marijuana, and Possession of Dangerous Drugs.  Henderson was additionally charged with an outstanding warrant for Probation Violation and Failure to Identify as a Fugitive from Justice.

Officer Catches Three Fleeing Burglars

Senior Officers J. Smith and J. Alejandro responded to a residence in the 4900 block of Monitor for a burglary in progress. The homeowner told the police dispatcher several males had burglarized his home and he last saw them jumping the fence and running towards Monitor Street.

Officer Alejandro talked to the complainant, while Officer Smith searched the area.   Officer Smith located the three men as they walked westbound in the 3700 block of S. Padre Island Drive. One of the men, Vinson Joe Landa (11/14/94) was carrying a weed eater.  Landa along with Elias Rodriguez (05/10/95) and John David Garcia (01/03/94) were arrested.

All three were booked at City Detention Center and charged with Burglary of a Habitation which is punishable by up to 20 years in prison and a $10,000 fine.  The weed eater valued at $270 was returned to the victim.

Chief Floyd Simpson and former Chief Troy Riggs Highlighted in National Publication

Chief Floyd Simpson and former Chief of Police Troy Riggs were recently highlighted in a national publication. The Police Executive Research Forum included case studies from departments in Camden NJ, Lane County OR, Manchester, England and Corpus Christi Texas.

The publication focused on the strategies that the agencies used when they were faced with significant budget cuts. The Corpus Christi Police Department was chosen as the first of the studies. Topics included are: Maintaining and Improving the Patrol Function, Tactics for Avoiding Layoffs, Impact on Crime, Parking Control, Maintaining Employee Morale and the Chief’s Perspective on The Future of Policing.

Chief Simpson attributed the success of the Department and the national recognition on the hard work of the Officers, the support of the community and the exposure from the media. “Without each of these three, the story would not be told” he said. Chief Simpson went on to say that the support of the council and city manager are also a key role in this process. “In these lean budget times, we must be more efficient” he concluded.

Chief Promotes Two Officers Monday Morning

The Corpus Christi Police Department celebrated two promotions in a ceremony with friends and family at the Police Headquarters Monday morning. Corpus Christi Police Chief Floyd Simpson promoted Anthony Sanders from the rank of Lieutenant to the rank of Captain.

Captain Sanders will be responsible as the supervisor for all officers assigned to the Bravo District on the east side of Corpus Christi which includes Flour Bluff and Padre Island. Captain Sanders was most recently assigned as a patrol shift supervisor and the Patrol K9 Handler supervisor.

Chief Simpson also promoted Rusty Jenkins from the rank of Senior Officer to the rank of Lieutenant. Lieutenant Jenkins will be responsible as a shift supervisor. Lieutenant Jenkins was most recently assigned as an internal affairs investigator.

Congratulations to both Captain Sanders and Lieutenant Jenkins for their hard work!

Man Arrested in Flour Bluff Homicide

Corpus Christi Police Department Homicide/Robbery arrested 47-year-old Mark Baker in connection with the February 12, 2013 stabbing death of a 24-year-old man.  A warrant was obtained for Baker after he was positively identified by a witness as being involved in the murder. Baker was arrested on February 14, 2013 at 10501 S. Padre Island Drive.

Through their continued investigation Homicide/Robbery Detectives were able to determine that Baker was not the individual responsible for the homicide.  Baker was released from the Nueces County Jail and charges were dismissed.

On late Friday afternoon, February 15, 2013, Marty William Warford (08/08/65) was served with an arrest warrant for Murder in connection with this investigation.  Warford accompanied by his attorney turned himself to Homicide/Robbery Detectives shortly after the warrant was obtained.

Road Work to Affect Morgan Avenue Traffic

The City of Corpus Christi Traffic Engineering office advises citizens on Wednesday, February 20 and Thursday, February 21, 2013; weather permitting; crews will be conducting emergency utility work at the intersection of Morgan Avenue and Baylor Street.  During this time, Morgan Avenue westbound traffic will be reduced to one lane through the work area.  The center turning lane will be closed to traffic and no left turns will be permitted onto eastbound Morgan Avenue from Baylor Street.

Traffic control devices will guide motorists through the construction site.  While the work is underway, motorists should expect delays and if possible, seek alternate routes.  Motorists are also advised to observe all construction warning signs and barricades for their safety and that of construction crews.   Access to local driveways will be maintained throughout the duration of the project.

Man Charged with Vandalizing Billboard

Corpus Christi Graffiti Detective S. Smith obtained a warrant for the 17-year-old male who was responsible for vandalizing the billboard at Crosstown and Horne.  The damages are estimated at $1,700.

Jordan Andrew Sanchez (02/23/95) was arrested on February 17, 2013 along with Marcus G. Garcia (12/20/94) at 2821 Niagara.  Sanchez was charged with the outstanding warrant for Graffiti which is a State Jail Felony punishable by up to two years in a state jail and a $10,000.  His bond was set at $25,000.  Garcia was charged with an outstanding warrant for Assault.

Status of the 71st:

The Corpus Christi Police Academy Cadets learned the operations and functions of the Corpus Christi Police Emergency Response Unit. The components of the Emergency Response Unit include The Hostage Negotiation Team, The Dive Team, The Bomb Squad, and SWAT. Representatives from each component of the Emergency Response Unit and the officers who work with the Patrol Dogs gave presentations today of their function on the department and the criteria for applying to these specialized units. The Cadets were informed when and how to appropriately activate these resources.

The Cadets have to read Chapters 6 & 7 of the Corpus Christi Police General Rules Manual over the weekend. Chapter 6 explains the policy of Internal Affairs Investigations and Chapter 7 provides the regulation of reporting and controlling criminal justice information.

Shots Fired at CCPD Substation

Early this morning Officers at the Saratoga Substation noticed a bullet hole in one of the restrooms on the first floor. Forensics was called and that a bullet had entered the building on the North side near the staircase. A second bullet hole was located on the second floor wall and entered the building as well, lodging in the bathroom wall.   Police were able to determine the rounds were fired from either State Highway 286 or the access road.

This is to have occurred sometime in the early morning as Officers did not notice the bullet holes until 6:30am. No other vehicles or buildings were damaged. Most importantly, no one was injured.

At this time it is unknown whether the bullets were from an errant shot or that the building was an actual target. The case has been assigned to a Detective and will be closely looked at, in hopes of finding those who may be responsible.

February 19, 2013, weather permitting; contractors will perform field investigations and roadway testing on southbound Shoreline Boulevard between Park Avenue and Kinney Street.  During this time, southbound Shoreline Boulevard traffic will be periodically reduced to one lane.  Work is scheduled from 7:30 a.m. to 5:30 a.m.
