Police Catch Murder Suspect On Traffic Stop

                Corpus Christi Police arrested a 42-year-old man for a murder warrant on a traffic stop at the intersection of Holly and Carroll Lane Thursday afternoon.

Corpus Christi Police Officers searched for a red Ford F350 Thursday as a suspect vehicle to a crime reported Thursday morning. A Corpus Christi Police Officer conducted a traffic stop on a red 1999 Ford F350 on Carroll Lane at Holly Road. The 42-year-old driver, Brian Edwards (5/25/1970) ran from the traffic stop. The officer caught Edwards a short distance away and brought him back to the patrol car. The officer conducted a warrants check on Edwards and discovered there was an arrest warrant for Edwards for the charge of murder in Corpus Christi. The murder warrant was in relation to the shooting death on February 11, 2013 on Morgan Avenue.

Edwards was arrested for Possession of Prohibited Weapons (a Class A Misdemeanor), Unlawful Possession of a Firearm by a Felon (A 3rd Degree Felony), Possession of a Controlled Substance (a State Jail Felony), Evading Arrest (a Class A Misdemeanor), and for the murder warrant.

A woman passenger was briefly detained and released. The truck was impounded and Corpus Christi Police Detectives continue to investigate.

Corpus Christi Police ask for Volunteers for a Chaplain Corps

The Corpus Christi Police Department will accept applications from interested clergy of all faiths to serve the community in a Police Chaplain Corps. The purpose of the Police Chaplain Corps is to meet optional counseling needs of the officers of the Corpus Christi Police Department and to provide comfort to members of the community in times of crisis based on request.

Clergy of all faiths and denominations are encouraged to apply to be volunteers. Anyone interested may contact Senior Officer Chuck Freeman by email at charlesf@cctexas.com for an application.

A candidate for Police Chaplain must meet the minimum qualifications for appointment:

1. Be an ordained or licensed member of the clergy who resides in Corpus Christi in good standing and is endorsed for police chaplaincy by a religious organization or denomination recognized by the State of Texas.

2. Complete a volunteer police chaplain background investigation.

3. Be a U.S. citizen and possess a valid and current Texas driver’s license.

4. Have NOT been convicted or under investigation of a Class B misdemeanor or greater offense.

5. Have NOT been convicted or under investigation of any family violence offense.

6. Have not been convicted of any crime involving moral turpitude

Application Process: Includes but is not limited to the following:

1. Complete an initial interview with the Senior Police Chaplain.

2. Complete and return the Corpus Christi Police Chaplain Application.

3. Submit a copy your ordination and/or license and a letter of endorsement for police chaplaincy from your religious organization.

4. Sign the CCPD annual police chaplain commitment agreement.

5. Endorse and sign the International Conference of Police Chaplains Code of Ethics.

6. Endorse and sign the Corpus Christi Police Chaplain Vision Statement.

7. Complete and return CCPD Police Chaplain background packet; successfully pass CCPD Police Chaplain background investigation.

8. Successfully complete CCPD Police Chaplain Basic Certification Training Course.

9. Successfully complete an interview with the Corpus Christi Police Chaplain Personnel Committee.

10. Complete police chaplain field training program of at least three to six months.

11. Receive recommendation for appointment to chaplain from CCPD Senior Police Chaplain.

12. Be approved and appointed as a Police Chaplain by the Corpus Christi Chief of Police.

Completion and appointment as Police Chaplaincy:

1. Participate in the Police Chaplain training program at a minimum of twelve hours annually.

2. Provide services as an On-Call Police Chaplain for a one month period.

3. Graduate from the Corpus Christi Citizens Police Academy within one year of appointment.

4. Complete a minimum of two police Ride-Alongs annually.

The Corpus Christi Police Department would like help from the public to locate 33-year-old Donna Chamberlain (3/24/1979). Chamberlain is wanted for six counts of illegal use of credit cards in Corpus Christi.

Chamberlain is described as a white female, 5 foot 5 inches tall, 140 pounds, with brown hair and brown eyes. Her last known address was in Corpus Christi.

Two Arrested During Traffic Stop

Officer R. Mayorga Jr. pulled over a green Dodge Dakota pick-up truck for a traffic violation.  During his investigation, both the driver Randall Dale Burton (11/13/584) and the passenger “Lucretia Martinez Garcia” were found not to have valid driver’s licenses.

Further investigation revealed “Lucretia” lied about her name and found to be wanted.  “Lucretia” was positively identified as Darrellene Henderson (01/09/71) and arrested along with Burton after Officers found them to in possession of marijuana and several pills.

Both Burton and Henderson were charged with Possession of a Controlled Substance, Possession of Marijuana, and Possession of Dangerous Drugs.  Henderson was additionally charged with an outstanding warrant for Probation Violation and Failure to Identify as a Fugitive from Justice.

Officer Catches Three Fleeing Burglars

Senior Officers J. Smith and J. Alejandro responded to a residence in the 4900 block of Monitor for a burglary in progress. The homeowner told the police dispatcher several males had burglarized his home and he last saw them jumping the fence and running towards Monitor Street.

Officer Alejandro talked to the complainant, while Officer Smith searched the area.   Officer Smith located the three men as they walked westbound in the 3700 block of S. Padre Island Drive. One of the men, Vinson Joe Landa (11/14/94) was carrying a weed eater.  Landa along with Elias Rodriguez (05/10/95) and John David Garcia (01/03/94) were arrested.

All three were booked at City Detention Center and charged with Burglary of a Habitation which is punishable by up to 20 years in prison and a $10,000 fine.  The weed eater valued at $270 was returned to the victim.

Chief Floyd Simpson and former Chief Troy Riggs Highlighted in National Publication

Chief Floyd Simpson and former Chief of Police Troy Riggs were recently highlighted in a national publication. The Police Executive Research Forum included case studies from departments in Camden NJ, Lane County OR, Manchester, England and Corpus Christi Texas.

The publication focused on the strategies that the agencies used when they were faced with significant budget cuts. The Corpus Christi Police Department was chosen as the first of the studies. Topics included are: Maintaining and Improving the Patrol Function, Tactics for Avoiding Layoffs, Impact on Crime, Parking Control, Maintaining Employee Morale and the Chief’s Perspective on The Future of Policing.

Chief Simpson attributed the success of the Department and the national recognition on the hard work of the Officers, the support of the community and the exposure from the media. “Without each of these three, the story would not be told” he said. Chief Simpson went on to say that the support of the council and city manager are also a key role in this process. “In these lean budget times, we must be more efficient” he concluded.

Chief Promotes Two Officers Monday Morning

The Corpus Christi Police Department celebrated two promotions in a ceremony with friends and family at the Police Headquarters Monday morning. Corpus Christi Police Chief Floyd Simpson promoted Anthony Sanders from the rank of Lieutenant to the rank of Captain.

Captain Sanders will be responsible as the supervisor for all officers assigned to the Bravo District on the east side of Corpus Christi which includes Flour Bluff and Padre Island. Captain Sanders was most recently assigned as a patrol shift supervisor and the Patrol K9 Handler supervisor.

Chief Simpson also promoted Rusty Jenkins from the rank of Senior Officer to the rank of Lieutenant. Lieutenant Jenkins will be responsible as a shift supervisor. Lieutenant Jenkins was most recently assigned as an internal affairs investigator.

Congratulations to both Captain Sanders and Lieutenant Jenkins for their hard work!

Man Arrested in Flour Bluff Homicide

Corpus Christi Police Department Homicide/Robbery arrested 47-year-old Mark Baker in connection with the February 12, 2013 stabbing death of a 24-year-old man.  A warrant was obtained for Baker after he was positively identified by a witness as being involved in the murder. Baker was arrested on February 14, 2013 at 10501 S. Padre Island Drive.

Through their continued investigation Homicide/Robbery Detectives were able to determine that Baker was not the individual responsible for the homicide.  Baker was released from the Nueces County Jail and charges were dismissed.

On late Friday afternoon, February 15, 2013, Marty William Warford (08/08/65) was served with an arrest warrant for Murder in connection with this investigation.  Warford accompanied by his attorney turned himself to Homicide/Robbery Detectives shortly after the warrant was obtained.

Road Work to Affect Morgan Avenue Traffic

The City of Corpus Christi Traffic Engineering office advises citizens on Wednesday, February 20 and Thursday, February 21, 2013; weather permitting; crews will be conducting emergency utility work at the intersection of Morgan Avenue and Baylor Street.  During this time, Morgan Avenue westbound traffic will be reduced to one lane through the work area.  The center turning lane will be closed to traffic and no left turns will be permitted onto eastbound Morgan Avenue from Baylor Street.

Traffic control devices will guide motorists through the construction site.  While the work is underway, motorists should expect delays and if possible, seek alternate routes.  Motorists are also advised to observe all construction warning signs and barricades for their safety and that of construction crews.   Access to local driveways will be maintained throughout the duration of the project.

Man Charged with Vandalizing Billboard

Corpus Christi Graffiti Detective S. Smith obtained a warrant for the 17-year-old male who was responsible for vandalizing the billboard at Crosstown and Horne.  The damages are estimated at $1,700.

Jordan Andrew Sanchez (02/23/95) was arrested on February 17, 2013 along with Marcus G. Garcia (12/20/94) at 2821 Niagara.  Sanchez was charged with the outstanding warrant for Graffiti which is a State Jail Felony punishable by up to two years in a state jail and a $10,000.  His bond was set at $25,000.  Garcia was charged with an outstanding warrant for Assault.
