Chief of Police Floyd Simpson honored two local citizens for their contributions in reducing crime this morning during a brief ceremony at Police Headquarters.  Jennifer Martinez and Eric Enim were both presented with Citizen Certificate of Merit awards by Chief Simpson, recognizing them for their assistance in bringing two separate felony suspects to justice.

On March 22, 2012 Ms.  Martinez was shopping at a local discount store when she noticed a suspicious young man wandering up and down the aisles.  Something about the man’s appearance and demeanor raised Ms. Martinez’s suspicion and she continued to watch him.  When the man neared the front of the store, he suddenly walked behind the store counter where he pulled a knife and held it to the side of the female store clerk.  While the man demanded that she open the cash register, Ms. Martinez quickly dialed 911 and reported the robbery in progress.  The panicked clerk had difficulty opening the cash register, which only made the man angry and he moved closer to the woman, while continuing to threaten her with the knife.  Eventually the frightened clerk opened the register; the man quickly grabbed some cash and fled the store on foot.  Ms. Martinez followed the suspect from the store while continuing to provide the dispatcher with a thorough description of the man along with his direction of travel.  The suspect then disappeared into a residential neighborhood behind the store.

Based upon the thorough description Ms. Martinez provided, minutes later a CCPD patrol officer spotted the suspect walking down the street several blocks away.  The officer quickly detained the suspect and returned him to the store, where Ms. Martinez and the other witnesses quickly identified him as the man who had robbed the store.  The man was arrested and charged with Aggravated Robbery.

At approximately 3:44 AM on April 29, 2012 Eric Enim was delivering newspapers to a convenience store at the corner of Port and Tarlton Streets.  While in the parking lot, Mr. Enim heard a loud noise and noticed a white Chevy Suburban trailing sparks as it drove past on the SH 286 Access Road.  Mr. Enim watched as the Suburban, which had heavy front end damage and two flat front tires, ran the stoplight at Tarlton Street and turned east.  Seconds later, Mr. Enim heard a loud crash and drove to the area to investigate.  Mr. Enim saw that the same white Suburban had struck a fire hydrant on Tarlton Street and the driver was attempting to drive off.  Mr. Enim then called 911 emergency dispatch and informed them of the accident.  Little did Mr. Enim know that prior to the accident with the fire hydrant, the Suburban had struck a motorcycle at SH 286 southbound over Baldwin Avenue, leaving the driver of the motorcycle with critical injuries.

Mr. Enim remained on the phone with the MetroCom dispatcher, providing her with vital information as he watched the driver of the Suburban exit the vehicle, flee the accident scene on foot, and run to a nearby convenience store at Ayers and Tarlton Streets. Once again Mr. Enim called the dispatcher to update officers to the new location of the hit and run driver.  Within minutes a patrol officer arrived at the convenience store, and based upon the thorough description that Mr. Enim provided, the 22 year-old suspect was quickly arrested and charged with Intoxication Assault and Felony hit and run.  Mr. Enim later returned to the scene of the accident to provide a statement to the Traffic Officer investigating the accident.

For their unselfish acts of community service in these incidents, Ms. Jennifer Martinez and Mr. Eric Enim were both awarded the Corpus Christi Police Department Citizen Certificate of Merit.

Chief Simpson Announces Promotions

Chief Floyd Simpson today announced the promotion of Commander Mark Schauer and Commander Mike Markle to the position of Assistant Chief.  Schauer and Markle will join current Assistant Chief J.V. Garcia as the Corpus Christi Police Department’s second highest ranking police officials. Schauer and Markle will fill the vacancies created when former Assistant Chief Steve Mylett left the department in November of 2011 to become Chief of Police in Southlake, Texas; the third Assistant Chief Position was approved by the City Council last week.   One of Chief Simpson’s first goals as Chief was to create a new organizational structure that ensures that all facets of the department were given adequate attention, and that units with similar goals, such as the Gang Unit and Narcotics, work together under the same command.   This new command structure will ensure that important operations such as recruiting and training will be given the attention they deserve, and that potential problems can be identified and corrected before they become major issues.

Commander Mark Schauer is a 30 veteran of the police department and has served as the Commander of the Support Services Division since January of 2011.  Schauer has also commanded the Uniform Patrol and Narcotics/Vice Divisions. Schauer is a graduate of the F.B.I. National Academy, the Law Enforcement Management Institute of Texas (LEMIT) and holds a Master’s Degree in Public Administration from Texas A&M University Corpus Christi, where he teaches as an adjunct professor. Schauer has supervised in almost every division in the Department, including Training, CID, MetroCom, Narcotics/Vice, and Traffic. In addition, Commander Schauer is in charge of the City’s Public Integrity Team, a specialized group of Police Department and City Officials who are assigned to investigate complaints of public corruption by city employees.  Commander Schauer was recently tasked with overseeing the reorganization of the City’s Animal Control center.

Commander Mike Markle is a 22 year veteran of the CCPD, having served as Commander of CID since January 2011. He holds a Bachelor’s Degree from Saint Leo University and has served most of his career (17 years) in the Uniform Division. He spent 7 years on the SWAT team, has served as a Field Training Officer and was a member of the Police Department Honor Guard. Markle has received a Lifesaving Award and a Community Service Award from the Housing Authority.   In his previous role as a Captain in Support Services he played an important role in the updating of the Department’s 911 system, upgrading the dispatch area, and assisted in obtaining a federal grant to remodel the outdated communications center.Schauer and Markle will begin their new assignments next week.  A formal promotional ceremony will be held Monday May 7th at 2:00 PM in the fifth floor auditorium of the  Main Police Building.

CCPD Officer facing Federal Charge resigns

Former CCPD Officer Robert McChester 27, submitted his letter of resignation Wednesday afternoon to Chief of Police Floyd Simpson.  McChester was arrested Tuesday by ICE agents for Online Solicitation of a Minor and was arraigned Wednesday before US Magistrate Judge Janice B. Ellington. McChester remains in federal custody.

CCPD Officer Arrested on Federal Charge

On April 3rd, 2012 the Corpus Christi Police Department obtained information that a CCPD officer had allegedly engaged in an improper relationship with an underage teenage girl.  A criminal investigation was launched immediately by the Corpus Christi Police Department Criminal Investigation Division.  Chief of Police Floyd Simpson placed the accused officer, Robert McChester, on administrative leave later the same day, pending the outcome of the investigation.

During the course of their investigation CCPD Detectives discovered evidence that McChester had utilized the Internet to engage in illicit communications with the victim, a violation of federal statutes. On April 9th, CID presented the findings of the investigation to Immigration and Customs Enforcement (ICE) Agents with the Department of Homeland Security, who adopted the case for federal prosecution.

On Tuesday afternoon, ICE Agents arrested McChester, charging him with Online Solicitation of a Minor.  He will be arraigned today in Federal Court.

McChester, a four and a half year veteran of the Police Department, remains on administrative leave, while the department continues with the disciplinary review process; that process could result in discipline up to termination.

“We are ready, willing and able to clean our own house,” said Police Chief Floyd Simpson during a news conference Tuesday evening at the police station.  Chief Simpson made it clear that although the allegations were disturbing, the Police Department would continue to be open and honest with the public when it comes to alleged officer misbehavior; “When we mess up, we fess up and then we clean up. Then we move forward”, said Simpson.

Citizens Police Academy Alumni to hold Waffle Breakfast Fundraiser

The Corpus Christi Police Department Citizens Police Academy Alumni will hold a fundraising Waffle Breakfast Saturday, April 7th at the First Christian Church, 3401 Santa Fe Street from 8:00 to 11:00 AM.  For a $6.00 donation, diners will receive a large, fluffy waffle along with a serving of sausage and their choice of juice, milk or coffee.

Besides the delicious breakfast, the CPAA has a host of activities planned for young and old. There will be a silent auction; clowns will be on hand to entertain the youngsters; free children’s ID/fingerprinting will also be available; and members of the CCPD Auto Theft Task force will be on hand to provide free VIN etching.

All proceeds from this fundraiser will go to benefit the officers of the Corpus Christi Police Department.  Each year, the CPAA hosts several fundraisers designed to raise additional funds to purchase equipment not provided for in the Department’s budget.  In past years, the CPAA has donated digital cameras, voice recorders, rescue tools; flags for the CCPD Honor Guard, trauma kits, and other needed items.

So come on out, enjoy a great breakfast, and help the Citizens Police Academy Alumni in their efforts to support our officers!

CCPD Investigating Possible Threats

An 18 year-old woman told police that at approximately 1:30 PM Wednesday she received a text message from a friend warning her of possible threats made by unknown suspects against attendees at a protest earlier in the day in the 2500 block of Waldron Road.  According to the woman, her friend sent her a text that stated that the girlfriend of the friend’s cousin reportedly overheard a conversation that suspects unknown were threatening to shoot anyone who attended an afternoon protest.  The woman was unable to provide the officer with the name of the girlfriend whom allegedly overheard the conversation.  It is unknown at this point whether the conversation was between the suspects, or simply two individuals engaging in gossip.  The Criminal Investigation Division is investigating.

New Phoenix Police Chief has Local Ties

The Phoenix Police Department’s newest Police Chief was born and raised in Corpus Christi and hails from a family with a strong tradition in law enforcement. On Monday March 26th, Phoenix City Manager David Cavazos named Daniel V. Garcia as Police Chief for the City of Phoenix.  Daniel V. Garcia is the brother of Corpus Christi Police Department Assistant Chief J.V. Garcia.  The Garcia family tradition of community service doesn’t end there.  Two other brothers are also Texas Police Officers; Luis Garcia is a Detective with the Houston Police Department, while Ruben Garcia is a Detective with the CCPD.

Daniel V. Garcia is a 33 year veteran of the Dallas Police Department, and served as an Assistant Police Chief alongside newly appointed Corpus Christi Police Chief Floyd Simpson.  “Daniel “Danny” Garcia and I have been friends for more years than I can remember,” said Chief Simpson.  “He has always conducted himself in a moral and ethical manner. He is an extremely knowledgeable police practitioner that will serve the City of Phoenix well. On behalf of the men and women of the Corpus Christi Police family I wish Chief Garcia much success.”

The Phoenix Police Department has approximately 3,055 sworn officers and a budget of over $500 million. Garcia will begin his new assignment in May.

On Monday May 14th, the Corpus Christi Police Department, Nueces County Sheriff’s Office, and the Port of Corpus Christi Police Department will gather to host the sixth annual Regional Peace Officers Memorial Day Ceremony.  This year’s event once again will be held at the Solomon P. Ortiz International Center Outdoor Pavilion, 402 Harbor Drive, Corpus Christi.   The ceremony is a tribute to all Peace Officers who have lost their lives in the line of duty, specifically recognizing those officers from the Coastal Bend who have made the ultimate sacrifice for their community. Keynote speaker for this year’s Ceremony will be Chief of Police Floyd Simpson. City Officials Outline Spring Break Plans During News Conference at Emergency Operations Center

Local, County and State Officials unveiled the 2012 Spring Break Public Safety Plan during a 1:00 PM news conference today at the City of Corpus Christi’s Emergency Operations Center.

The City of Corpus Christi wants everyone visiting our Sparkling City by the Bay during Spring Break 2012 to enjoy a safe and relaxing vacation. For months, the Police, Fire, and Parks and Recreation Departments, along with our local and state partners, have been conducting planning sessions and making preparations to accomplish that goal.   In order to enhance public safety and better coordinate resources from the various departments and agencies, this year the City will conduct a partial activation of the Emergency Operations Center on the two busiest weekends. Staff members at the EOC can remotely monitor traffic and beach conditions through the use of closed circuit cameras, as well as direct additional resources to the personnel on the beach. In addition, the partial activation provides EOC staff with an outstanding opportunity to gain experience and training should the need for a full activation, such as a hurricane or man-made disaster, arise.

Spring Break Beach Patrols begin on March 8th and continue through March 18th. The first shift will begin patrolling each day at 11 AM and continue until 9 PM, or when the large crowds disperse.  A second shift will begin at 5 PM and patrol the beach until 3 AM.  Contingencies are in place for additional officers to respond to the beach if needed.

The Fire Department will have a squad patrolling the beach emergency lane from 11 AM to 9 PM on weekends.

Lifeguards will be patrolling the beach from 11:30 am to 5:30 pm to respond to minor incidents and beach rescues.

On peak days, beach goers will be directed to enter the beach at Access Road 3 and exit at Zahn Road.  Beach traffic will be one way from Access Road 3 to Zahn Road. Traffic officers will control traffic with a portable signal at Zahn Road and SH 361.

Beach goers are encouraged to leave early and expect delays due to heavy traffic on the Island. The CCPD PIO will provide traffic and beach updates on Citizen Observer (www.citizenobserver.com/cov6/app/index.html) and CCPD’s official Twitter feed (@CorpusChristiPD).

While the City of Corpus Christi encourages everyone to have a good time and enjoy the beach, officers will be on the lookout for alcohol related crimes such as DWI, public intoxication and underage drinking. Beach goers are reminded that the following are prohibited at the beach by city ordinance:

  • No glass containers (City Ord 10-65)
  • No littering (City Ord 10-57)
  • No dogs on beach from Access Road 3 to Zahn Road (during Spring Break by Special Order of the City Manager City Ord 10-59)

Due to safety concerns, the City of Corpus Christi strongly requests pallets not be taken to the beach.  Burning of pallets is prohibited as the nails leave dangerous litter.  Fires on the beach also have to comply with City Ordinance 10-67.

Impatience in Drive-Thru Earns Driver Trip to Jail

A Patrol Lieutenant and two officers dining at a fast food restaurant were alerted by employees to an SUV in the drive-thru that was disrupting business.  The driver, according to the employees, was sounding his horn excessively while waiting for his food order.  The officers walked outside and spotted a Chevy Tahoe in the drive-thru , and noticed that the driver was continuing to honk the vehicle’s horn while approaching the drive-thu window. Officers contacted the driver,  Carlos Perez (DOB:11-9-1979), and had him step from the vehicle.  During an officer safety search, officers recovered an illegal switch-blade knife from Perez’s back right pants pocket.  Officers observed that Perez appeared to be intoxicated and administered field sobriety tests.   Perez was subsequently arrested for DWI and possession of a prohibited weapon and booked at the City Detention Center.
