Date: 08/26/2014 1:55 AM Location: 9500 South Padre Island Drive West Access Offense: Possession of Dangerous Drugs (HS 483.041 Class A Misdemeanor) Case Number: 1408260011 Corpus Christi Police were dispatched to 9512 S. Padre Island Dr. the Car Wash Company for a male passed out in his vehicle in one of the stalls. Officers found Mark Towler (02/10/1982) sitting in his 1999 Mazda Miata with the windows open and sweating profusely. CCFD EMS responded to check out the male, and when he stepped out of the car several blue tablets fell to the ground from his lap. The male did not have anything to indicate that he was the recipient of a prescription for the medication and he was arrested for possession of dangerous drugs, a Class A misdemeanor and his car was impounded.

“Charlie” District
Date: 08/25/2014 2:45 AM Location: South Padre Island Drive / Weber Road Offense: Driving While Intoxicated (PC49.04 Class B Misdemeanor) Case Number: 1408250023 Corpus Christi Police responded to a major accident at S. Padre Island Dr. West Access and Weber Rd. Upon arrival officers found one of the vehicles involved on fire. One of the drivers involved was identified as Amy Jimenez (07/23/1990) and she was found sitting in a nearby parking lot. Witnesses told officers that she was driving a red Lincoln MKZ sedan west along the access road and ran a red light and struck a 2009 black Toyota Corolla going north on Weber Rd. After the collision the red car caught fire. The female driver was found to be intoxicated and she was arrested, and charged with driving while intoxicated, a Class B misdemeanor. The 29 year old female driving the black Toyota was taken to Spohn MMC by CCFD EMS and treated for minor injuries.
Detectives informed us that CDC Jail Booking Jesus Ruben Balli Garcia was booked into CDC late Sunday evening on the warrant for Aggravated Assault.
UPDATE:
At approximately 7:00 pm our office was notified that a man fitting the description of Jesus Ruben Balli Garcia (10/28/88) was being detained by Border Patrol agents. Agents informed us that the man had become lost in the brush near the Sarita Checkpoint and called 911 for help. The U.S. Border Patrol (USBP) officers were able to locate him. At approximately 10:00 pm USBP officers confirmed to our office that the person they had detained was Jesus Garcia. He was arrested on the Aggravated Assault warrant and taken to the Kenedy County Sheriff’s Office. Detectives continue to work with the USBP and the Kenedy Co. Sheriff’s office regarding the case.

“Adam” District
Date: 08/21/2014 7:20 AM Location: 1400 Cliff Maus Drive Offense: Burglary of Building (PC 30.02 State Jail Felony) Case Number: 1408210032 An employee at a business located in the 1400 block of Cliff Maus Drive told Corpus Christi Police that sometime around 11:40 PM on August 20, a suspect drove up to the front gate and cut the lock. Once on the property, the suspect went to the garage and attempted to cut the padlock to the door. After failing to cut the lock the suspect left the property only to return later that night at about 2:15 AM, on August 21. The suspect then removed a pick ax from one of the parked company trucks on the property and used it to pry open the garage door enough to gain entry. The suspect stole five grass trimmers, a pole saw and a hedge trimmer. The total damage done and price of the equipment stolen was valued at over $3,500.

Corpus Christi Police with the assistance of a Nueces County Sheriff’s Department K-9 Officer captured and arrested three men involved in the theft of two power tools valued at $6,200.
Rodolfo Rodriguez (10/22/81), Daniel Omar Contreras Jr. (03/29/83), and Rogelio Lopez Campos (01/03/76) were observed by an unidentified witness enter a truck and take the items. The witness waited for the owner to return to his vehicle and provided him with a license plate of the suspect vehicle.
The suspect vehicle registration returned out of Robstown and a nearby Nueces County Sheriff’s Officer located the vehicle parked by the front gate of Starry Pawn Shop, 1600 Hwy 44.
The stolen items were recovered and the men arrested. All three men were charged with Theft~All Other Thefts which is a State Jail Felony punishable by two years in jail and a $10,000 fine.
Our thanks to the unidentified witness, the Nueces County Sheriff’s K-9 Officer, and our Adam District Patrol Officers, whose combined efforts helped capture these three suspects and recover the victim’s stolen property.
The C.C.P.D.’s commitment to “Keep Corpus Christi Safe” has continued with its “Zero Tolerance No Insurance Initiative”
On Saturday, September 7, 2013, a total of 88 cars, trucks, and motorcycles will be auctioned at the Corpus Christi Police Department Vehicle Impound Lot located at 5485 Greenwood Drive during our monthly auction. The site has four paved acres for an auction lot.
Approximately27 of these vehicles are “No Insurance” impounds. On Friday, September 6, 2013, the general public will be allowed to register and view the vehicles to be auctioned from 8:00 a.m. to 4:00 p.m. There is no registration fee.
On the day of the auction, the general public can continue to register and view the vehicles from 8:00 a.m. to 10:00 a.m. The auction will commence promptly at 10:00 a.m. on September 7, 2013. The vehicles to be auctioned can be viewed at www.siskauction.com. An auction list may also be downloaded from the same website.
The department’s strong stand and enforcement of this “Zero Tolerance No Insurance Initiative” will continue and all vehicles involved in accidents will be impounded and the driver cited if they are unable to provide financial proof of insurance. Driver’s license and proof of financial responsibility checkpoints will continue to be conducted at the Shift Captains’ authorization.
During August 2013, Officers issued 553 citations for Failure to Maintain Financial Responsibility and impounded 102 vehicles for the same charge.

Corpus Christi Police Chief Floyd Simpson promoted Lt. Michael Alanis to the position of Captain this morning during a short ceremony at Police Headquarters. Alanis is a fifteen-year veteran of the Department and most recently served as the supervisor of the Financial Crimes Unit within the Criminal Investigation Division. Prior to that, Alanis supervised the Department’s Public Information Office, and also served as Shift Supervisor in the Uniform Patrol Division.
Captain Alanis joined the Police Department in 1998 after six years of service in the United States Air Force. He spent several years in the Patrol Division and was selected as a Field Training Officer in 2003, following a short stint in the Traffic Unit. In 2003, Alanis earned a transfer to the Community Relations Division, where he served as a Crime Stoppers Officer and assumed additional duties as the Department’s Public Information Officer. During his time in the Community Relations Division, Alanis was instrumental in building a vibrant Campus Crime Stoppers program within the area’s High Schools. In 2007, Alanis transferred to CID, where he served as an Investigator with the Auto Theft Task Force.
In 2008, Alanis earned promotion to the rank of Lieutenant and returned to the Uniform Patrol Division. In June of 2011, Lt. Alanis was given a temporary transfer to the newly formed Public Information Office. Tasked with improving the means by which the Department delivers news and information to the public, Lt. Alanis immediately began work on a comprehensive social media strategy. Alanis designed the CCPD Blotter Page, improved the Department’s FaceBook page, and set up two distinct Twitter accounts that enable the Department to communicate breaking news and vital information directly to the public and news media in a real-time environment. “It was truly impressive what Lt. Alanis was able to accomplish in such a short period of time,” stated Commander Todd Green. “His improvements have laid the ground work for the Public Information Office and will undoubtably lead to future success in our ability to communicate quickly and effectively with our citizens.”
In January of 2012, Lt. Alanis returned to the Uniform Patrol Division. In April, he was transferred again to CID, where he served as the supervisor of the Financial Crimes Unit until his promotion to Captain.
In addition to his full-time position as a supervisor, Alanis has served with distinction the past two years as one of two volunteer CCPD Honor Guard Lieutenants. During his tenure Alanis has been invaluable in the overall improvement and professionalism of the Honor Guard, especially the newly formed “Rifle Team”.
Captain Alanis possesses a Bachelor’s degree from Midwestern State University. He has been married to his wife, Felicia, for 23 years. They are proud parents of a daughter, Staci, a senior in college, and Kyle, a sophomore in High School.

CCPD’s own Officer Marc Harrod will be among those officiating tonight’s NFL Monday Night Football. The match will be a contest between Dallas and Oakland. Many may know Marc Harrod as “Officer Marc” who frequently broadcasts morning traffic reports on local radio.
Officer Harrod is an experienced referee at the college level and has recently been trained to officiate in the NFL. This temporary opportunity for Officer Harrod is as a result of the current labor dispute between the professional league and the NFL referees.
John Hyland the Chief of Public Safety for the Corpus Christi International Airport and Jason Brady a Captain with the Corpus Christi Police Department recently graduated from the Leadership Command College – Class 67 of the Law Enforcement Management Institute of Texas. The program, taught by a consortium of universities throughout Texas, provides law enforcement administrators and executives with the skills necessary to effectively manage police agencies and deliver a high level of service to their communities. Module I, focusing on leadership, is taught at the Center for Executive Development at Texas A&M University. Module II at Texas Woman’s University focuses on the political, legal, and social environment of law enforcement. The program concluded on August 3, 2012, with training in law enforcement administration at the third module, held at Sam Houston State University.
Each of the three 3-week modules attended by participants in the program is taught by top national and international law enforcement experts. Topics include leadership, professional ethics and integrity, communication, and personnel management issues. The Command College curriculum also strives to keep participants on top of contemporary issues in Criminal Justice.
This program is one of many offered by the Bill Blackwood Law Enforcement Management Institute of Texas, headquartered on the campus of Sam Houston State University in Huntsville, Texas. The Institute, known as “LEMIT,” has been training law enforcement managers and executives since its inception in 1987. LEMIT offers numerous seminars, training for police chiefs, and the leadership program, which is one of the premiere law enforcement academies in the nation. No tax monies are necessary to support LEMIT, which is funded by a surcharge on criminal court costs; affording eligible Texas Law Enforcement managers and executive’s essential professional development. Between one and two thousand Texas law enforcement personnel benefit from LEMIT training each year.
