CCPD Receives Award For Narcotics Investigations

Also pictured is Captain David Cook (3rd from left), Supervisor of the Narcotics/Vice Division.The High Intensity Drug Trafficking Program (HIDTA) is a grant based program under the Office of National Drug Control Policy designed to bring local, state and federal law enforcement agencies together into cooperative, collaborative drug task forces with the goal of targeting Drug Trafficking Organizations (DTOs) at the source of these illicit drug networks.

The Houston HIDTA is one of more than 30 HIDTAs around the country, and its focus is on the Texas coastal region.  The Houston HIDTA operates 8 Enforcement Initiatives and 3 Intelligence Initiatives in this region.  One of the Enforcement Initiatives in the Houston HIDTA is the Texas Coastal Corridor Initiative (TCCI).  TCCI is a multi-agency task force with an area of responsibility encompassing 17 South Texas coastal counties that include: Aransas, Bee, Brooks, Calhoun, DeWitt, Duval, Goliad, Jackson, Jim Wells, Kenedy, Kleberg, Lavaca, Live Oak, Nueces, Refugio, San Patricio, and Victoria. The TCCI continues to focus investigative efforts on sophisticated DTOs responsible for the importation and distribution of vast quantities of drugs from Mexico into the United States. Due to a combination of geographic, demographic, and economic factors, the porosity of the Texas/Mexico border continues to allow a constant flow of drugs into Texas with destinations throughout the United States and Canada.  Geographic proximity to Mexico, maritime and highway transportation infrastructure, and international trade continue to contribute to the use of South Texas as a major transshipment corridor and staging/distribution depot for drugs arriving from Mexico.

On Thursday, January 16, 2014, Mike Gotlieb, National Director of the High Intensity Drug Trafficking attended the January Houston HIDTA Executive Board meeting, and presented representatives of the TCCI with the 2013 Outstanding Investigative Effort Award.  The 2013 accomplishments noted by Director Gotlieb include:

The TCCI generated 397 new cases, made 467 arrests, indicted an additional 176 drug traffickers subsequent to further investigation and passed 387 leads to other Law Enforcement agencies and HIDTAs.   TCCI seized approximately 71,503 Kilograms (Kg) of marijuana, 497 Kg of cocaine, 172 Kg of methamphetamine, 32 Kg of Heroin, and 96 Kg of Ice.  The approximate street value of the drugs seized and removed from the flow of narcotics distribution and trafficking is in excess of $104,844,481.  In addition, the TCCI seized approximately $6,000,000 in U.S. currency, real property, vehicles, weapons and ammunition. Through the TCCI’s interdiction efforts, 13 drug trafficking organizations (DTOs) were identified, 11 cases were approved as Priority Targets Organizations and 2 cases were developed into and approved as OCDEFT investigations. As a result of these efforts, the TCCI disrupted or dismantled 20 DTOs in 2013, 18 of which were operating on an International scale.  Current intelligence research and sharing amongst TCCI AOR agencies are developing possible new strategies to identify persons, assets and locations for future interdiction efforts.

Director Gotlieb also presented the Houston HIDTA with the National HIDTA of the Year award, and the Houston HIDTA IT Manager David Henry was presented with the award for Outstanding Effort in Information Technology.

Operation Nice Guys: This was a multi-agency PTO investigation targeting members of a synthetic cannabinoids DTO. This DTO distributed approximately 28 kilograms of synthetic cannabinoids per month from a large auto sales company and two head shops owned by members of this organization in the TCCI AOR. This DTO laundered approximately $15,000 in illicit drug proceeds per month for several years through a car dealership and used a co-conspirator to structure approximately $700,000.00 of these proceeds to pay for suspects’ real and personal properties. Investigators in this case employed several tools and techniques to include pole cameras, undercover purchases of narcotics, photo surveillance and interviews. On May 31, 2013, the members of the TCCI along with agents and officers from their parent agencies conducted 6 search warrants, resulting in the dismantlement of the synthetic cannabinoids distribution organization. This 18-month Priority Target Organization investigation resulted in the arrest of five individuals and the seizure of five kilograms of synthetic cannabinoids. Also seized were $463,827.00 in U.S. currency, personal property (vehicles) valued at $393,628.00 and real property valued at $1.26 million.  

Local Gang Member, Associates Sentenced for Federal Drug Trafficking Crimes

CORPUS CHRISTI, Texas – Three men working with the Texas Mexican Mafia (TMM) to distribute heroin and cocaine in the Corpus Christi area have been sentenced to federal prison, announced United States Attorney Kenneth Magidson. Alejandro Guerrero, 39, of Corpus Christi, was found guilty of conspiracy to distribute heroin after a two-day jury trial in October 2013.

Today, Senior U.S. District Judge Hayden W. Head sentenced Guerrero to a total term of 188 months in federal prison which will be immediately followed by five years of supervised release.

Jose Miguel Zuniga aka Slick, 33, also of Corpus Christi, and Alberto Donicio Galindo aka Crazy Horse, 38, of Laredo, had previously entered respective guilty pleas to possession with intent to distribute heroin and conspiracy to possess with intent to distribute cocaine. Zuniga and Galindo were also sentenced today to 74 and 24 months in federal prison, respectively. Both will serve three years of supervised release.

The remaining defendants in this case, Ruben Esparza aka Popo, 36, and Ernesto Villarreal aka Crash, 36, both of Robstown, have also pleaded guilty to their involvement in the heroin conspiracy and are scheduled for sentencing in Houston before U.S. District Judge Nancy F. Altas in February.

Jurors in the trial of Guerrero heard testimony that Esparza, a local leader of the TMM, had been receiving shipments of narcotics from Laredo in 2011. Investigators learned of the time and place of drug shipments and witnessed Guerrero meet with a courier from Laredo at a Corpus Christi Walmart on two occasions. After a traffic stop, law enforcement discovered a loaded handgun in the passenger compartment of Guerrero’s vehicle. “Black tar” heroin was also found hidden in a secret compartment of Guerrero’s vehicle.

Galindo was another courier for the Laredo drug source. He delivered 4 ½ ounces of cocaine to Esparza in April 2011. Zuniga, another member of the TMM, admitted to purchasing an ounce of heroin from Esparza in May 2011, which Zuniga then intended to distribute.

All defendants have been and will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

This case was investigated through a joint effort by the FBI, Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Texas Department of Public Safety and the Corpus Christi Police Department. The case is being prosecuted by Assistant United States Attorney Michael Hess.

A 52-year-old man and a 32-year-old man reported to the Corpus Christi Police that a 47-year-old man assaulted them at an office at 9337 South Padre Island Drive Wednesday afternoon. An ambulance took the 47-year-old man to the hospital directly for treatment of his non life-threatening injuries. The 32-year-old man told Officers the 47-year-old man went into the office of the storage company and assaulted the 52-year-old man. The 32-year-old man told Officers that he pulled the attacker off the 52-year-old man and forced the 47-year-old man out of the office. The 32-year-old man told Officers the 47-year-old man got a handgun and used the gun as hammer to strike the glass door causing an estimated $200 dollars worth of damage. The 32-year-old man told Officers the 47-year-old man left prior to law enforcement arrival. The 32-year-old man had minor injuries and Corpus Christi Police are searching for the 47-year-old man involved in this event.

A 44-year-old woman reported an attempted kidnapping on the 13700 block of Hawksnest Bay to Corpus Christi Police Wednesday. The 44-year-old woman told Officers her 13-year-old son explained to her that a man in a truck approached him while he walked home at 5:20pm. The 44-year-old woman told Officers her son said the man demanded the boy get into the truck. The 44-year-old woman told Officers her son ran home to call police and the vehicle went east on Hawksnest Bay toward Gypsy. The 13-year-old boy described the truck to Officers as a gray Ford F-150 with a rounded front end and a red square shaped decal on the upper driver’s side rear window and then described the man as about 40 years of age with a mustache and medium brown skin.

A 19-year-old woman reported an assault at the 700 block of North Staples Street Wednesday to the Corpus Christi Police. The 19-year-old woman told Officers some unknown person assaulted her 27-year-old boyfriend earlier in the night and he needed medical treatment. The Officers saw the 27-year-old man as he was taken by ambulance to the hospital for treatment of his head injuries.

A 79-year-old woman reported damage to her home by a single gunshot Friday to the Corpus Christi Police. The 79-year-old woman told Officers she heard a noise at 10:30am on Friday and then discovered a bullet hole in her home. No injuries were reported.

Corpus Christi Police responded to a vehicle crash at the 10300 block of Interstate Highway 37 Wednesday morning. Officers learned that a 21-year-old man fell asleep while driving and struck the concrete divider with his purple 2006 Chevrolet Impala. The 21-year-old man and his 18-year-old man passenger were both taken to the hospital by ambulance for treatment of non life-threatening injuries. The vehicle was towed due to damage and no other vehicle or property was involved.

Corpus Christi Police recovered a stolen vehicle at a hotel at 9401 South Padre Island Drive Tuesday. The Corpus Christi Police received information that a man sold stolen goods from a stolen vehicle and went to a motel on the 9400 block of South Padre Island Drive. A Corpus Christi Police Officer saw a man run from black 2006 Ford F-250 parked in the parking lot once the Officer was in the man’s view. The Officer discovered the F-250 was reported stolen out of Rockport earlier this month. The Officer recovered the stolen vehicle and did not locate the man who ran. Officers believe they know the identity of the man who ran and will continue to investigate this offense.

Corpus Christi Police arrested two people Tuesday morning for a burglary at a vacant house on the 1600 block of Green Grove Drive. Corpus Christi Police responded to a complaint of two people who went into a vacant house at 10:00 Tuesday morning. Officers investigated and found 47-year-old Laura Hernandez (10/19/1966) and 37-year-old Byron Bell (4/11/1976) inside the vacant home. Neither Hernandez nor Bell knew the owner of the home or had permission to be inside. The Officer arrested Hernandez and Bell for burglary of a building and then transported them to the city detention center.

On January 9, 2014 around 10:00am, the Corpus Christi Police Department SWAT team served an arrest warrant on the 900 Blk of Brambling Circle. David McDonald (4/23/1964) was arrested for Aggravated Assault.  McDonald was transported to the city detention center.

A total of 15 firearms were seized. 6 pistols, 6 rifles, 3 shotguns.  At this time no further details regarding the make, model or caliber of the seized firearms will be released.

Corpus Christi Police arrested 23-year-old Dain Hart (6/13/1990) for possession of a controlled substance and other charges at his home on the 7000 block of Sandra Lane Monday afternoon. Corpus Christi Police responded to a disturbance at the home at 5:22pm and discovered Hart had contraband. Officers discovered Hart had substances which the Officers believe to be marijuana, heroin, and prescription medication not prescribed to Hart. The Officers arrested Hart and delivered him to the city detention center.

A 31-year-old woman reported an attempted robbery at a store located at 6601 Everhart Road to Corpus Christi Police Monday night. The 31-year-old woman told Officers a man went into the store and demanded money from the register. The 31-year-old woman told Officers she told the man that there was no money in the register, and the man left walking toward Middlecoff. The 31-year-old woman described the suspect to Officers as a man with dark skin, about 30 years of age, about 5 feet 10 inches tall, about 160 pounds, and wore a red “Roca Wear” hoodie, blue jeans, and had a light beard.

Corpus Christi Police arrested 30-year-old Ritchie Farr (6/10/1983) for forgery at a bank located at 221 South Shoreline Boulevard Monday afternoon. Corpus Christi Police responded to a complaint from a 19-year-old woman who told Officers Farr attempted to cash a check which was reported stolen. Officers arrived and learned that Farr attempted to cash a check that was reported stolen from a burglary the previous day at 505 South Water Street. Officers arrested Farr for forgery and then delivered him to the city detention center.

Citizens In Support of CCPD Host Event

The Citizens in Support of the Corpus Christi Police Department will host the State of the Corpus Christi Police Department titled “Wake Up Corpus Christi”.  The fundraising event will be held on Wednesday, January 15, 2014, 7:30-am – 9:00 at the Solomon Ortiz Center with Police Chief Floyd Simpson as the guest speaker.

Chief Simpson’s presentation will start at approximately 8:20 a.m. and conclude at 9:00 a.m.

Help Catch These Purse Thieves

Corpus Christi Police are asking the public’s assistance to help identify two men involved in a purse snatching.  The men were caught on surveillance video during the robbery of a 58-year-old woman.  One of the men knocked the victim to the ground and stole her purse.  The woman suffered minor injuries during the robbery.

Please Help Us Find Missing Elderly Man

AlbertComptonAlmaquerCorpus Christi Police are asking the public’s assistance to help locate an elderly man who was reported missing on January 8, 2014.  Neighbors of 78-year-old Albert Compton Almaquer are concerned as they have not seen him at the residence since October 2013.

Almaquer, normally a very reliable employee  was employed as a security guard.  He has not shown up to work for the past three months or picked up his mail.  Police believe there is foul play involved in his disappearance.

The 46-year-old woman told Officers she found the door to the business unlocked and the safe was open with the money gone. The 46-year-old woman told Officers she believes an employee entered the restaurant while the business was closed and unoccupied and then stole the money from the safe.

Corpus Christi Police arrested 23-year-old Jamison Moeller (11/25/1990) for several warrants for his arrest Sunday morning at Labonte Park. A Corpus Christi Police Officer saw Moeller camping at the park with a fire underneath a bridge. The Officer told Moeller to extinguish the fire and then discovered Moeller had warrants for his arrest for nonpayment of child support. The Officer arrested Moeller and delivered him to the city detention center.

Corpus Christi Police arrested 41-year-old Luis Villarreal (11/3/1972) for Intoxicated Assault at Interstate highway 37 at Clarkwood Road Saturday morning. Corpus Christi Police responded to a vehicle crash which involved a pedestrian at 12:28am Saturday. Officers learned a 47-year-old man was changing a tire and was struck by a gold 2005 Nissan Altima. The Altima continued to travel on the Interstate, but was followed by a witness until Corpus Christi Police responded. Corpus Christi Police arrested the operator of the Altima, 41-year-old Villarreal, and took him to the hospital for a medical evaluation and then delivered him to the city detention center. The 47-year-old man was taken to the hospital by ambulance with non life-threatening injuries.

Corpus Christi Police responded to a complaint of a person who discharged a firearm at the 1700 block of Melisa Lane Friday night. Corpus Christi Police discovered a 30-year-old man accidentally shot himself in the leg while he sat in his vehicle. The 30-year-old man was taken to the hospital for treatment of his non life-threatening injury. Officers learned the 30-year-old man is a convicted felon and prohibited from possession of a firearm, so the Officers generated a criminal complaint for unlawful possession of a firearm. The 30-year-old man remained in the hospital for treatment.

Corpus Christi Police arrested 17-year-old Nathan Morales (7/31/1996) for burglary of a vehicle Saturday morning at an apartment complex located at 4645 Ocean Drive. A Corpus Christi Police Officer noticed Morales near the apartment complex at 4:15am. The Officer chose to stop the vehicle and walk through the parking lot of the apartment complex. The Officer then saw Morales and an 18-year-old man pull on the door handles to unoccupied vehicles in the parking lot. Officers stopped the two men and discovered stolen property with Morales. The 18-year-old man was released while investigation continues. Officers had enough evidence to arrest Morales for Burglary of a Vehicle and then they delivered Morales to the city detention center.

A 29-year-old man reported an assault at the 800 block of Division Sunday morning to the Corpus Christi Police. The 29-year-old man told Officers he walked on a dirt road and was attacked by an unknown man who cut him on the arms with a knife, then ran away. The 29-year-old man described the suspect to Officers as a man about 30 years of age with medium brown skin, about 6 feet tall, and about 185 pounds. The 29-year-old man told Officers the suspect said nothing and has no idea why the man attacked.

A 30-year-old man reported his work truck stolen from a hotel parking lot at 5142 Oakhurst Drive Friday night to the Corpus Christi Police. The 30-year-old man told Officers he went outside and saw two unknown men in his white 2000 Ford F-450 work truck and the truck left the parking lot without permission. A Corpus Christi Police Officer saw the truck on North Padre Island Drive near Bear Lane and conducted a traffic stop. The driver of the truck exited the vehicle and ran. The Officer arrested the passenger, 29-year-old Felix Garza (5/9/1984) for unauthorized use of a vehicle. An other Corpus Christi Police Officer chased and arrested the driver, 33-year-old Armando Cruz (3/11/1980) for unauthorized use of a vehicle. Officers then delivered Garza and Cruz to the city detention center and the vehicle was returned to the 30-year-old man.

Corpus Christi Police arrested 33-year-old Joel Pineda (8/26/1980) for aggravated assault and criminal mischief at the 2900 block of Mansheim Boulevard Sunday. Corpus Christi Police responded to a vehicle crash in which a blue 2007 Yamaha motorcycle operated by a 27-year-old man was struck by a white 2007 Ford Focus at about noon on Sunday. Witnesses told Officers that Pineda got out of the Focus and assaulted the 27-year-old man. Officers learned the 27-year-old man and Pineda know one another. Witnesses told Officers Pineda intentionally struck the motorcycle with the Focus and then Officers arrested Pineda for aggravated assault. The 27-year-old man was taken to the hospital by ambulance for treatment of non life-threatening injuries. Officers impounded the Focus and delivered Pineda to the city detention center.

A 40-year-old man reported an aggravated assault at his home on the 6900 block of Windy Way Drive to the Corpus Christi Police Sunday. The 40-year-old man said a blue 2007 GMC Sierra drove into his yard and the driver yelled an accusation at the 40-year-old man. The 40-year-old man told Officers he walked away from the vehicle and the truck struck him from behind causing him minor injuries. The 40-year-old man told Officers the truck then reversed and struck his parked black 2013 Ford Expedition. The 40-year-old man told Officers the truck then sped away. The 40-year-old man told Officers he does not know the man who hit him or caused the damage to his vehicle.

Corpus Christi Police arrested 19-year-old Abel Franco (3/27/1994) for racing on Saratoga Boulevard Saturday night. A Corpus Christi Police Officer saw a white 2008 Ford pickup participate in a speed competition with a black Ford Mustang and another truck at about 11:21pm. The Officer noted in the report that the three vehicles were lined abreast on the three lanes of Saratoga, and he was able to stop the truck operated by Franco. The Officer arrested Franco and delivered him to the city detention center.

Corpus Christi Police arrested 37-year-old Michael Chance (4/6/1976) for a warrant for his arrest Sunday morning after he caused a disturbance at a church located at 500 Upper Broadway Street. Corpus Christi Police responded to a disturbance complaint at 7:37am and discovered Chance had a warrant for his arrest for trespassing. The Officer arrested Chance and then delivered him to the city detention center.
